How the free retest works

If your vehicle fails the first inspection, you are entitled to a free retest within 30 days at the same station that performed the original test. You can have the repairs done anywhere you like. If you choose a different inspection facility for the retest, you pay the full $55.00 again, so it usually makes sense to go back to the original station.

The fee is set by state law (R.I. Gen. Laws § 31-47.1-11) and applies to each vehicle inspected. The law also provides that one reinspection of a failed vehicle at the same station is free.

Be careful with other numbers online

Some third-party websites quote other prices or longer retest windows. Those figures conflict with the state's published information and may be outdated or wrong. The official program site lists $55 and 30 days, and that is what this guide uses. If a station quotes you something different, ask them to explain before you pay.

Waivers for expensive emissions repairs

Rhode Island offers three waivers for vehicles that still fail the emissions test after real repair attempts. You apply at the DMV office at 325 Melrose Street in Providence (phone 401-462-5890).

  • Diagnostic waiver: for cases where the parts needed to repair the vehicle are no longer available or no longer manufactured. Proof that the parts are unavailable is required.
  • Cost limit waiver: if you spend $700 or more on emission-related parts and labor and the vehicle still does not pass. Labor only counts if it was done by a state Certified Inspection Repair Technician (CIRT).
  • Repair time delay waiver: for owners who can prove financial hardship, for one inspection cycle.
