Inspection Rules for New, Used, Out-of-State and Older Vehicles

The basic rule is one inspection every two years for vehicles of 8,500 lbs GVWR or less. These are the situations where the timing or the test changes.

New vehicles

A vehicle bought new from a dealer comes with a manufacturer's certificate of origin and counts as new. It must be inspected within two years of purchase or before it reaches 24,000 miles, whichever comes first. A vehicle that has been titled before is no longer new and follows the normal rules.

Used vehicles being registered

A used vehicle applying for registration needs a valid Rhode Island inspection sticker or must pass a Rhode Island safety and emissions inspection within 5 days of the registration date.

Vehicles out of state when the inspection is due

If a vehicle is out of state when its inspection is due, for example with a college student, contact the Safety and Emissions office of the RI DMV at 401-462-5890. They can arrange acceptance of another state's proof of a similar inspection or an extension of the inspection period.

Electric vehicles

Electric vehicles are exempt from the emissions inspection but must pass the safety inspection. They can be tested at any authorized safety and emissions inspection station.

Diesel vehicles

Light-duty diesels with a GVWR of 8,500 lbs or less are tested for safety and emissions every two years. Diesels from 1997 and newer get an OBD-II test. Diesels from 1996 and older get a visual emission component inspection. Medium and heavy-duty vehicles over 8,500 lbs follow different standards and are inspected annually at an “A” class station. For those, call the DMV Safety and Emission Control office at 401-462-5890.

Older and antique vehicles

  • 25 years or older: still inspected for safety and emissions, but not failed if they do not meet emissions standards.
  • Antique plates: exempt from safety and emissions testing, but limited in how they can be used unless inspected and approved. Some antiques may be presented for a safety inspection under state law that allows unlimited use if the vehicle passes.

Modified, rebuilt and engine-swapped vehicles

  • Kit cars may get an alternate type of inspection.
  • Reconstructed and homemade vehicles are tested to the standards for the engine year of the engine installed.
  • Vehicles with exchanged engines are tested by chassis model year, unless the engine is newer than the chassis, in which case the engine's model year applies.
  • Vehicles converted from one fuel type to another are tested for the fuel type of the engine now installed.
